Background:

The Lake Monroe Loop Trail (from Mellonville Avenue to 343-feet east of Sipes Avenue) Project (also known as: Celery/Mellonville Trail), is with Seminole County (Recipient). This project consists of the construction of an 8-foot-wide concrete sidewalk along Mellonville Avenue from East Seminole Boulevard to Celery Avenue and 12-foot-wide concrete trail along Celery Avenue from Elliot Street to 343-feet east of Sipes Avenue. The total length is approximately 2.2 miles. This project proposes the construction of sidewalks, trail, driveway replacements, raised crosswalks, curb ramps, detectable warning surfaces, drainage improvements, signing, and pavement and markings.

 

The Local Agency Program (LAP) Agreement, Locally Funded Agreement (LFA), Three-Party Escrow Agreement, and Resolution details the construction of trail project (FPN 444628-1-58-01). A Budget Amendment and Cost Table is attached to allocate grant funds for this project.

 

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Resolution, Local Agency Program (LAP) Agreement, Locally Funded Agreement (LFA), and a Three-Party Escrow Agreement between The State of Florida Department of Transportation (FDOT) and Seminole County, and approve and authorize the Chairman to execute a Resolution implementing the Budget Amendment Request (BAR) No. 24-054 in the Public Works Grants Fund to appropriate funding in the amount of $3,502,639 for the Celery/Mellonville Trail Loop.
