Background:

SS-604783-24/LAS will provide for the acquisition of the Arrow EZ-IO Intraosseous Vascular Access System and accessories, which uses a proprietary patented needle and power driver technology. This product and accessories were chosen for its ability to drill an Intraosseous (IO) needle into the bone marrow with a ruggedized battery-operated hand-held trigger device that has variable speeds. This device provides better control of needle depth for patients without having to manually control the device.

Teleflex is the sole manufacturer of the components related to the Arrow EZ-IO System. The EZ-IO System is currently the only battery-operated Intraosseous Vascular access device that may be extended for up to 48-hour dwell time. Features of this device give the Paramedic the ability to insert multiple Intraosseous (IO) needles into the patient quickly, with minimal effort, and allow the paramedic to control the depth of the IO needle. Seminole County Fire Department currently uses and is specifically trained on the EZ-IO device. The annual estimated usage for this product is $100,000. Staff is requesting authorization to purchase Arrow EZ-OI system and accessories in accordance with the approved annual budget.

Requested Action:

Staff requests the Board waive the procurement process and approve Sole Source Procurement SS-604783-24/LAS- Arrow EZ-IO System and accessories for Intraosseous Infusion System with Battery Operated Drill with Teleflex LLC, Morrisville, NC, at an estimated annual cost of $100,000.00 and authorize the Purchasing and Contracts Division to issue Purchase Orders as needed.
