Background:

RFP-604655-23/MHH will provide a solution for a Learning Management System (LMS) that will support the upskilling and/or reskilling of all County employees, apart from the County's Fire Department. The LMS offers web-based training with courses covering a variety of subjects from a comprehensive library that is maintained and curated by the LMS vendor and will host County-specific training, training materials, as well as auxiliary departments and training, such as OSHA.

The LMS will address the County’s need to remain in compliance with a variety of topics and will also support the County’s individual employees in learning skills related to their current job functions and support them in exploring additional skill sets that can enhance their roles.

This project was publicly advertised, and the County received six (6) proposals in response to the solicitation, one (1) of which was deemed non-responsive for failure to comply with Section 3.12, “Licenses”. The Evaluation Committee consisting of Christina Brandolini, Director of Human Resources, Douglas Baker, Program Manager II - Information Technology, Mariana Raney, Senior Business Analyst - Information Technology, and Vernon Renegar, Training Advisor - Human Resources, evaluated the proposals. Consideration was given to the respondent's capability to successfully deliver, functional requirements, technical requirements, and cost. The Evaluation Committee recommends an award to the top-ranked firm, Governmentjobs.com Inc., DBA NEOGOV, El Segundo, CA.

Authorization for performance under this Agreement will be in the form of written Purchase Orders issued and executed by the County. The agreement will take effect on the date of its execution and remain in effect for a period of three (3) years. At the sole option of the County, the agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The total annual amount of these services is $72,784.00.

Staff requests the Board award RFP-604655-23/MHH - Learning Management System Replacement to Governmentjobs.com Inc., DBA NEOGOV, El Segundo, CA, for the total annual amount of $72,784.00 and authorize the Purchasing and Contracts Division to execute the Agreement.
