Background:

PS-5660-24/MAG will provide Construction, Engineering, and Inspection (CEI) Services for the associated Construction Contract for Willow Avenue and Alhambra Avenue Drainage Improvements, which is currently in final design stages.

This solicitation was publicly advertised, and the County received three (3) responses: (Listed Alphabetically Below)

                     Carnahan Proctor and Cross, Inc.

                     CDM Smith, Inc.

                     Civil/Site Engineering, Inc.

The Evaluation Committee, consisting of Medhat Hassan, Public Works Deputy Director; Dino Lucarelli, Chief Design Engineer; Stephen Miller, Professional Engineer; and Jeff Sloman, Professional Engineer, evaluated the responses and agreed to interview all three (3) firms, giving consideration to the following criteria:

                     Qualifications of Proposed Personnel - (35) Points

                     Project Approach and Understanding - (30) Points

                     Similar Project Experience - (20) Points

                     Constructability Review and QA/QC - (15) Points

The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking Sheet, Presentations and Interviews Scoring Summary Sheet, and Draft Agreement with Exhibits. The Evaluation Committee recommends that the Board approve the below ranking in accordance with Florida Statute 287.055, the Consultants Competitive Negotiations Act (CCNA), and authorize the Purchasing & Contracts Division to execute one (1) Master Services Agreement (MSA):

                     CDM Smith, Inc.

                     Civil/Site Engineering, Inc.

                     Carnahan Proctor and Cross, Inc.

Authorization for the performance of services by the Consultant under this MSA shall be in the form of written Work Orders issued and executed by the County and signed by the Consultant. The work and dollar amount for each Work Order will be negotiated on an as-needed basis, and funded within the approved budgeted amounts. This Agreement will take effect on the date of its execution by the County and will continue for a period of five (5) years. A Draft MSA, including the Scope of Services, has been provided as part of this Agenda item and will be used to generate the award MSA. The estimated term usage for this MSA is $500,000.00.

Requested Action:

Staff requests that the Board approve the ranking list and authorize staff to negotiate rates in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiations Act (CCNA), and authorize the Purchasing and Contracts Division to execute one (1) Agreement for PS-5660-24/MAG - MSA for CEI Services for Willow Avenue and Alhambra Avenue Drainage Improvements.
