Background:

PS-5497-23/GCM will provide Construction Engineering and Inspection Services for the 5 Points Central Boulevard Phase 1A

The project was publicly advertised, and the County received six (6) responses:

                     Carnahan Proctor and Cross Inc.

                     CDM Smith, Inc.

                     CONSOR Engineers, LLC

                     DRMP, Inc.

                     England, Thims & Miller, Inc.

                     LJA Engineering, Inc.

The Evaluation Committee, consisting of Jedious Aggrey, Project Manager II; Ted Holmes, P.E., Chief Construction Engineer; Jean Jreij, P.E., Director of Public Works; Dino Lucarelli, Chief Design Engineer; and Stephen Miller, P.E. from Public Works evaluated the responses and short listed four (4) firms to interview, giving consideration to approach to work, similar project experience, and qualifications of proposed team.

The Evaluation Committee recommends that the Board approve the ranking below and authorize staff to negotiate rates in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiation Act, and authorize the Purchasing and Contracts Division to execute one (1) Master Services Agreement (MSA)

1.                     CONSOR Engineers, LLC

2.                     England-Thims & Miller, Inc.

3.                     CDM Smith, Inc.

4.                     DRMP, Inc.

Authorization for the performance of services by the Consultants under this Master Services Agreement (MSA) shall be in the form of written Work Orders issued and executed by the County and signed by the Consultant. The work and dollar value for each Work Order shall be negotiated on an as needed basis and funded within the approved budgeted amount. This Agreement will take effect on the date of its execution by the County and will continue for a period of three (3) years and, at the sole option of the County, may be renewed for three (3) successive periods not to exceed one (1) year each.

The attached backup documentation includes the Tabulation Sheet, and Presentation Scoring Summary Sheets, a Draft MSA (including the scope of services) has been provided as part of this agenda item, and it will be used to generate the award MSA. The estimated term usage for the MSA is $1,335,900

Requested Action:

Staff requests that the Board approve the ranking list and authorize staff to negotiate rates in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiation Act, and authorize the Purchasing & Contracts Division to execute one (1) Master Services Agreement for PS-5497-23/GCM - CEI Services for 5 Points Central Boulevard Phase 1A and all Subsequent Phases.
