Background:

Section 22.10 MSBU Program of the Seminole County Administrative Code is revised to include Traffic Calming Devices as a type of construction MSBU to accommodate the Traffic Engineering process for Traffic Calming Devices. On October 27, 2020 the BOCC approved a resolution amending Traffic Engineering Administrative Code to include Section 34.35 Traffic Calming Devices.  On June 27, 2023 Traffic Engineering provided the BOCC with an update on Traffic Calming Devices, including the impact on Fire Department Response times. Direction to re-evaluate the process and criteria was given with direction to come back to the Board. On January 09, 2024, Traffic Engineering provided the BOCC with an update on the revised Traffic Calming criteria and process during a Work Session. Additional recommendations for revisions were provided by the Board.

Section 22.10 of the Seminole County Administrative Code is also revised to allow staff persons the authority to approve Satisfactions of MSBU Liens. This amendment will allow the County Manager to delegate to the appropriate staff persons the authority to approve and execute Satisfactions of MSBU Liens on behalf of the County without action by the BCC when such MSBU Liens are paid in full.

Requested Action:

Staff requests the Board of County Commissioners approve and authorize the Chairman to execute the Resolution amending Section 22.10 of the Seminole County Administrative Code to include Traffic Calming devices as an eligible construction MSBU and Delegate Authority to Administratively Approve Satisfactions of MSBU Liens.
