Background:

McCulloch Road Reclaim Line Repair - Water & Sewer Capital Fund - Project 02308028 - $535,000

This emergency project repairs the 24-inch ductile iron reclaim water main. An estimated 30-foot section of 24-inch ductile iron pipe will be repaired, including multiple ductile couplings and all necessary parts. A leak test will be performed, and services restored to county reclaim accounts and bulk metering reclaim water to City of Oviedo.

This project will also restore the roadway site to include filling in large 75 feet wide x 20 feet deep embankment to original condition. The reclaim break caused soil in surrounding area to be pushed up and away from break site. The area will need stable fill under the reclaim water main and standard fill dirt to rebuild embankment along with total site.

Environmental Services isolated the uncontrolled leak by shutting down the reclaim water to most Oviedo customers. Due to the loss of use to a large service area, the Department received a quote for the repair from Kiewit Water Facilities Florida Co., in the amount of $535,000.00.  Kiewit is currently mobilized for sewer line repair on Lockwood Blvd.

The Emergency Agreement is attached.  Water & Sewer Fund Reserve balance after Mid-Year Adjustment is $20.9M.

Five Points Lift Station - General Fund - Project 02308029 - $135,000

Wastewater pump station NE018 “Five Points” has immediate need for emergency corrective maintenance. In its current condition, the pump station is in immediate risk of failure due to age and wear.

The pump station is a Facilities Maintenance asset.  Environmental Services has provided emergency maintenance in the past and is assisting Facilities Maintenance with project management of the proposed corrective action. Currently there are multiple points of failure at the station, any of which can cause immediate loss of wastewater service to a large portion of the Five Points Complex. Three quotes were obtained, and the emergency agreement based on the lowest quote is attached. Funds will be transferred to a project in the General Fund from General Fund Reserves.  The balance of General Fund reserves is $57.8M after the Mid-Year Adjustment.

Replacement of three (3) Walking Floor Trailers - Solid Waste Fund - Project 0230902X $359,115

Three (3) Solid Waste trailers recently experienced fire damage and cannot be repaired. These trailers transport 10% of the waste from the Central Transfer Station (CTS) to the Osceola Landfill (OFL). Solid Waste is requesting funds from reserves for the replacement of these trailers.  Solid Waste Fund Reserve balance after Mid-Year Adjustment is 13.2M.

Fire Hydrant at Landfill - Solid Waste Fund - Project 02309028 - $150,000

The County Fire Marshall is requiring the installation of a new firefighting water supply at the Landfill office to comply with current code. A drafting hydrant will be installed as the new water source in addition to an existing water tank which is the primary source of firefighting water.  Transfer from the Landfill Refurbishment project will fund this project.
