Background:

The Tenant-Based Rental Assistance (TBRA) program provides subsidized rental housing for extremely low-income elderly and/or disabled households.

The County entered into an agreement on October 13, 2022 with the Seminole County Housing Authority for HOME Partnership and Community Development Block Grant (CDBG) funds for the provision of case coordination and eligibility services associated with the TBRA program in the amount of $507K. 

$420K was allocated from HOME funds spread across three fiscal years, 2018-2019 through 2020-2021.

$87K was allocated from CDBG funds spread across two fiscal years, 2019-2020 through 2020-2021.

During staff’s recent review in IDIS, HUD’s financial reporting system, of the HOME funds budgeted for TBRA it was discovered that HOME funds, originally allocated in fiscal year 2017-2018, were unspent. 

To comply with HUD’s accounting policy, jurisdictions are expected to follow the FIFO method - First In/First Out.  This First Amendment will incorporate the 2017-2018 HOME funds for the TBRA program which was a HUD-approved eligible activity in 2017-2018 as well.  The 2017-2018 HOME funds must be spent by 9/23/2023 per HUD guidelines.  There is approximately $181K 2017-2018 funds that will now be used first, before the use of other fiscal year funding as noted in the original agreement. 

The Scope of Services have been updated to reflect the addition of 2017-2018 HOME funding with a schedule for completing the work, as well as a new Budget, new Payment Request, and new Monthly Performance report. 

Except as modified by this First Amendment, all terms and conditions of the original Agreement remain in full force and effect for the term of the Agreement.
