IV. CONSENT AGENDA – PUBLIC PARTICIPATION  
Florida law provides that members of the public shall be given a reasonable opportunity to be  
heard on propositions before the Board of County Commissioners, except when the Board is  
acting on emergency or ministerial matters or conducting a meeting exempt from the  
requirements of the Sunshine Law. Individuals shall be permitted three (3) minutes each for  
public participation, or six (6) minutes when the individual is an official representative of a  
formal association or group. The Chairman may modify the maximum time for public  
participation, at his sole discretion, when appropriate.  
Public participation on quasi-judicial or other public hearing items will occur during the Board’s  
consideration of those items this afternoon. Public participation on pending procurement  
matters or on non-agenda items shall not be permitted at this time. Members of the public  
desiring to make public comment must fill out a speaker form and present the form to staff.

implementing the Budget Amendment Request (BAR) #25-001  
in the General Fund to appropriate funding in the amount of  
$6,262,000 for aviation insurance proceeds for the replacement  
of a helicopter for the Seminole County Sheriff's Office.

Florida, approving, solely for the limited purposes of Section  
147(f) of the Internal Revenue Code, the expenditure of the  
proceeds of the Volusia County Housing Finance Authority  
(“VCHFA”) not to exceed $13,450,000 of its Multifamily  
Housing Revenue Bond Series (Riverbend Landings Apartment  
Project) for the purpose of providing funds to finance a  
multifamily residential rental project (89 residential units)  
located in Seminole County at 3750 E. S.R. 46, Sanford,  
Florida 32771, as further described in the Resolution; and

Approve and authorize the Chairman to execute a Resolution  
of the Board of County Commissioners of Seminole County,  
Florida, approving, solely for the limited purposes of Section

Agreement between Osceola County Housing Finance  
Authority (“OCHFA”) and Seminole County for the San Jose  
Apartments Project, a multifamily affordable housing project

Approve and authorize the Chairman to execute the Contract  
between Seminole County and the State of Florida Department  
of Health for operations of the Seminole County Health  
Department Contract Year 2024-25 in the amount not to

Approve and authorize the Chairman to execute the Low  
Income Pool (LIP) Letter of Agreement (LOA) for FY2024-25,  
which will provide matching funds up to $298,359.00 to offset

Improvement Phase I from 400-ft West of Raymond Avenue to

$160,000.00, as full settlement and for any other claim for  
compensation from which Seminole County might be obligated
