Background:

PS-4824-23/MAG will provide mandated National Pollutant Discharge Elimination System (NPDES) Services including, but not limited to surface water management system inspections and retrofit designs, annual report preparation, Total Maximum Daily Load (TMDL), Basin Management Action Plan (BMAP) development and support services, and watershed monitoring services for the Seminole County Public Works - Watershed Management Division.

The project was publicly advertised, and the County received seven (7) Responses: (Listed Alphabetically)

                     CDM Smith, INC.

                     Drummond Carpenter, PLLC.

                     Geosyntec Consultants, INC.

                     Pond & Company

                     RES Florida Consulting, LLC.

                     South Florida Engineering and Consulting, LLC.

                     WSP USA Environment & Infrastructure, INC.

The Evaluation Committee, consisting of Shannon Wetzel, Watershed Management Division Manager, Jeff Sloman, Professional Engineer for Public Works, Oliver Bond, Environmental Services / Solid Waste Division Manager, and Michelle Shelton, Senior Environmental Scientist with Watershed Management evaluated the responses and short listed five (5) firms to interview, giving consideration to Similar Work Experience, Project Approach and Understanding, and Innovative/Cost Savings Ideas. Oliver Bond was unavailable to evaluate the Presentations.

The Evaluation Committee recommends that the Board approve the ranking below and authorized staff to negotiate rates with the top-ranked firms in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiation Act, and authorize the Purchasing and Contracts Division to execute three (3) Master Services Agreements:

1.                     WSP USA Environment & Infrastructure, Inc.

2.                     (Tie) Drummond Carpenter, PLLC.

2.                     (Tie) Geosyntec Consultants, Inc.

4. CDM Smith, Inc.

5. RES Florida Consulting, LLC.

Authorization for the performance of the services by the Consultants under this Master Services Agreement will be in the form of written Work Orders issued and executed by the County and signed by the Consultant. The work and dollar value for each Work Order will be negotiated on an as needed basis and funded within the approved budgeted amounts. This Agreement will take place on the date of its execution by the County and will continue for a period of three (3) years, and at the sole option of the County may be renewed for two (2) successive periods not to exceed one (1) year each.

The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking Sheet, and Presentation Scoring Summary Sheet. A Draft Agreement including the scope of services has been provided as part of this agenda item and will be used to generate the award MSA.
