Background:

The Board approved the original agreement on October 12, 2021, to provide funding to True Health for eligible CDBG-CV1 expenditures under the CARES Act and Treasury guidance.  The original funding amount was $900K.  True Health was charged with providing Monoclonal Antibody Infusion Treatment and was awarded $630K for the purchase of vaccine doses.  The balance of funding, $270K was earmarked for administrative overhead, including salaries and supplies for the administration of the vaccine.  To date, True Health has fully expended the administrative budget of $270K.  Due to a change in the State Department of Health policy, the monoclonal antibody vaccine was provided, free of charge, to True Health. 

True Health has requested authorization to reduce the original allocation by $20K and spend up to $610K on necessary expenditures incurred due to the public health emergency with respect to COVID-19. These include but are not limited to: medical equipment, supplies and public health expenses and facility improvements.  The $20K balance will be used to purchase COVID-19 at-home test kits that will be distributed by Emergency Management at designated distribution sites throughout the County.

The Agreement now requires an amendment to the Scope due to the restriction of only purchasing vaccines. The Amendment will modify the Scope of Services, funding amount, and incorporate HUD permitted procurement approaches. 

 

This Agreement is amended as follows:

1.                     Amended total agreement funding amount is $880K.  Original funding amount was $900K.

2.                     Amended funding for other direct costs is $610K. Original funding was $630K.

3.                     Amended Scope of Services, for expenditure of the $610K, to include the following approved COVID-19 related expenses:

                     Costs directly associated with the prevention, preparation for, and response to Additional expenses; or

                     Public Health Expenses including new treatment options that may become available as well as associated costs of administering and/or prescribing; or

                     Expenses of actions to facilitate compliance with COVID-19 related public health measures; or

                     Public facility improvements aimed at promoting health environment and sustainability; or

                     Purchase or use of personal property, fixtures, supplies and equipment to support all or part of a public service

4.                      Added applicable procurement standards codified in 2 CFR part 200 to the agreement

Except as modified by this first Amendment, all terms and conditions of the original Agreement remain in full force and effect for the term of the Agreement.
