Background:

PS-4720-23/RTB will provide before and after evaluation of roadway improvements to determine changes in traffic volumes, delay, speed, and other measures of effectiveness, benefit-cost studies to analyze potential minor roadway improvements, and other minor traffic studies.

The project was publicly advertised and the County received seven (7) responses listed alphabetically below

                     Kittelson & Associates, Inc.

                     Moffatt & Nichol

                     Protean Design Group

                     VHB, Inc.

                     Volkert

The Evaluation Committee consisting of Tony Nelson, P.E., Deputy Public Works Director; Jeff Sloman, P.E., Project Manager; Charles Wetzel, P.E., County Traffic Engineer; and Bill Wharton, Transportation Planning Manager; all from the Public Works Department evaluated the responses and agreed to interview the top three (3) firms giving consideration to qualifications of the proposed team, approach to project/work, and similar project experience.

The Evaluation Committee recommends that the Board approve the ranking below and author staff to negotiate rates in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiation Act, and authorize the Purchasing and Contracts Division to execute three (3) Master Services Agreements.

1.                     Atkins North America, Inc.

2.                     Kittelson & Associates, Inc.

3.                     VHB

Authorization for the performance of services by the Consultant under this Master Services Agreement will be in the form of written Work Orders issued and executed by the County and signed by the Consultant.  The work and dollar value for each Work Order will be negotiated on an as-needed basis and funded within the approved budgeted amounts.  This Agreement will take place on the date of its execution by the County and will continue for a period of two (2) years, and at the sole option of the County may be renewed for three (3) successive periods not to exceed one (1) year each.

The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking Sheet, and Presentation Scoring Summary Sheets.  A Draft Agreement including the scope of services has been provided as a part of this agenda item, and it will be used to generate the award MSA. The estimated annual usage is $500,000.00
