Motion/Recommendation:
1. Recommend the Board of County Commissioners adopt the Ordinance containing the 2023 Capital Improvements Project Schedule Annual Update for the Seminole County Comprehensive Plan; or
2. Recommend the Board of County Commissioners deny the Ordinance containing the 2023 Capital Improvements Project Schedule Annual Update for the Seminole County Comprehensive Plan; or
3. Recommend the Board of County Commissioners continue the request to a time and date certain.
Background:
The Capital Improvements Element (CIE) of the Seminole County Comprehensive Plan is required by the Community Planning Act, Chapter 163, Florida Statutes, and is intended to enable implementation of the Plan’s Goals, Objectives, and Policies. Each year, the adopted Schedule of Capital Improvements is updated to ensure that the schedule matches the County’s newly adopted fiscal year budget and the adopted five-year Capital Improvements Program. The proposed update Schedule of Capital Improvements includes only those improvements previously reviewed and adopted by the Board of County Commissioners through the County’s annual budget process.
In 2011, the Florida Legislature enacted legislation allowing the Schedule of Capital Improvements to be updated by Ordinance without amending the Comprehensive Plan. As required by the Seminole County Home Rule Charter an Economic Impact Statement is attached.

Recommend the Board of County Commissioners adopt the Ordinance containing the 2023 Capital Improvements Project Schedule Annual Update for the Seminole County Comprehensive Plan.
