Background:

On January 20, 2023 an emergency procurement was initiated by Environment Services for immediate repair of a collapsed sewer line on Lockwood Blvd. An emergency agreement was issued to Kiewit in the amount of $1,518,000.  Environmental Services contacted eight (8) qualified contractors and received three (3) quotes.  Environmental Services with representatives from Public Works Engineering conducted meetings with the three (3) contractors, Environ Waste Services Group; MG Underground, LLC; and Kiewit. During the meetings the contractors presented their solution and approach to completing the project as well as answered questions previously sent to them by County Staff after initial receipt of their quotes.

The emergency agreement is for Phase I of the project.  Phase II will follow general procurement guidelines. The BAR transfers from an existing future project for Pump Station Upgrades, and appropriates funding for Phase I and II of the project.

 

Phase I - Rehab/Replace

Scope: The existing 8” PVC sewer line on Lockwood Blvd has collapsed between two manholes. The line is approximately 330 LF on the northbound lane of Lockwood Blvd. The collapse has significantly restricted the line’s capacity to convey flows and needs to be repaired.

Justification: The collapsed 8” sewer line will be upsized to 10” with an HDPE sewer line installed via pipe bursting. Major excavations (approximately 40’ deep) at each end of the collapsed sewer line will be shored using a combination of slide rail and sheet piles to efficiently provide access for the pipe bursting process. Bypass of existing flows from each of the manholes will be directed to the wet well to the west of the southern manhole. After the pipe bursting has been completed, the shoring will be removed as backfill is performed. Site restoration will include repairs of any curb and gutter damaged during the work, asphalt, concrete, restriping, and median repairs (as needed).

Phase II - New Construction

To be completed 9 months after execution date.

Scope: Installation of a new 10” diameter sanitary sewer force main pipe to allow for the future growth in and around the Old Lockwood Road area.

Justification: The existing force main along Old Lockwood Blvd. has been determined to be undersized and does not have sufficient capacity for the additional flows anticipated from future developments. In addition, the gravity trunk main parallel to Lockwood Blvd, which could provide additional capacity, has experienced various collapses (see Phase I) and cannot be relied upon. This new pipe would address both the County's long-term needs and alleviate the impact on the existing wastewater collection/transmission systems downstream.
