Background:

The utilities owned and operated by Seminole County and the City of Sanford (City) have a history of mutual assistance and cooperation, detailed in interlocal agreements (ILAs) and responses to emergency situations.

Within the ILAs is an agreement, with amendments, to define utilities service area boundaries between the two agencies. For efficiency, the ILA proposed in this agenda item, would allow minor changes to the service area boundaries with approval from the County Manager and City Manager.

These minor service area changes would enable the utilities to more efficiently serve future customers who happen to develop in a service area where both parties agree it is more efficient for the other utility to serve and the impacts are minor.

There is a pending development proposed within the City’s service area, Christian Sharing Center on parcels 13-20-30-300-040A-0000 and 13-20-30-300-0160-0000 (on Ronald Reagan Boulevard, southwest of Carriage Cove Way). Both agencies agree it is more efficient for Seminole County utilities to serve the subject development, and that is planned to be the first de minimus change enacted by County and City Managers.

Staff requests the Board approve and authorize the Chairman to execute the Interlocal Agreement with the City of Sanford Regarding De Minimus Service Area Boundary Changes.
