Background:

RFP-604962-25/MHH will provide public notice software for a full-service, digital self-publication notice software solution that provides citizens with information about important activities. The software platform shall manage the publication of public notices, to include but not limited to streamlining the process, legal compliance, ease of use, centralized management and proof of publication for Seminole County Board of County Commissioners, Seminole County, Florida.

The project was publicly advertised, and the County received two (2) responses listed alphabetically below:

                     Chetu, Inc.

                     Column Software, PBC.

The Evaluation Committee consisting of Brian Voss, Senior Business Analyst; Dominique Drager, Agenda/Board Services Coordinator; Meloney Koontz, Assistant County Manager; Jeffrey Leveroni, DEP Chief Information Officer, evaluated the proposals. Consideration was given to the respondent’s capability to successfully deliver, functional requirements, and technical requirements. The Evaluation Committee requests award to the top-ranked vendor Column Software, PBC.

Authorization for performance under this Agreement will be in the form of written Purchase Orders issued and executed by the County. The agreement will take effect on the date of its execution and remain in effect for a period of three (3) years. At the sole option of the County, the agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The total 5-year cost is $300,000.

The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking and Scoring Summary Sheets. A Draft Agreement including the scope of services has been provided as a part of this agenda item. The estimated annual cost is $60,000.

Requested Action:

Staff requests the Board award RFP-604962-25/MHH Public Notice Software to Column Software, PBC., Beaverton, OR and authorize the Purchasing and Contracts Division to execute the Agreement RFP-604962-25/MHH.
