Background:
PS-6245-24/RTB will provide consultants to perform, but not be limited to Trails Studies, Prioritization/Ranking, Preliminary Engineering Design, Property Acquisition, Final Engineering Design, Environmental Permitting, Signal Design, Structural, Architectural, Lighting and Post Design Services for trails projects under $7.5M.
The project was publicly advertised, and the County received twelve (12) responses listed alphabetically below:

The Evaluation Committee consisting of Matt Hassan, Deputy Public Works Director; Dennisse Zornan, CIP Administrator, both from Public Works Department and Carl Kelly, Trails Program Manager, from Parks and Recreation Department the responses and agreed to interview the top six (6) firms giving consideration to qualifications of proposed team, project approach/understanding, similar project experience, and innovative cost saving ideas.
The Evaluation Committee recommends that the Board approve the ranking and authorize staff to negotiate rates in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiation Act, and authorize the Purchasing and Contracts Division to execute five (5) Master Services Agreements (MSAs).

Authorization for the performance of services by the Consultant under this Master Services Agreement, will be in the form of written Work Orders issued and executed by the County and signed by the Consultant. The work and dollar value for each Work Order will be negotiated on an as-needed basis and funded within the approved budgeted amounts. This Agreement will take place on the date of its execution by the County and will continue for a period of three (3) years, and at the sole option of the County may be renewed for two (2) successive periods not to exceed one (1) year each.
The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking Sheet and Presentation Ranking and Scoring Summary Sheets. A Draft Agreement including the scope of services has been provided as a part of this agenda item, and it will be used to generate the award MSAs. The estimated annual usage is $500,000. Funding is appropriated by project.
