Background:
RFP-5815-24/RTB will provide a contractor to provide a turn-key Light Emitting Diode (LED) Sports Lighting system for sports fields and courts managed by the Department. The project will include all engineering, labor, materials and long-term maintenance associated with re-lamping existing poles with LED fixtures, rewiring new transformers as needed, controls for each new lighting system, and repowering existing feeds as needed.
The project was publicly advertised and the County obtained three (3) responses listed alphabetically below:
• Musco Lighting
• Orion Energy Systems, Inc.
• Qualite Sports Lighting, LLC
The Evaluation Committee consisting of Rick Durr, Director; Michael Wirsing, Deputy Director; Amanda Salazar, Division Manager; Bill Pandos, Division Manager; all from the Parks and Recreation Department and Lorie Bailey Brown, CFO/Resource Management Director and Chad Wilsky, Director of Fleet and Facilities Department evaluated the responses and agreed to interview the top two (2) firms giving consideration to qualifications and experience, project understanding, proposed implementation plan and cost.
The Evaluation Committee recommends award to Musco Lighting as the top ranked firm after presentations and interviews.
After posting of final ranking, the County received a timely letter of protest from the unsuccessful firm Orion Energy system, that was reviewed and found to not have merit to overturn the Evaluation Committee’s recommendation of award.
Authorization for the performance of services by the Consultant under this Master Services Agreement, will be in the form of written Work Orders issued and executed by the County and signed by the Consultant. The work and dollar value for each Work Order will be based on the per park pricing as provided in the awarded firms proposal and funded as approved.
This Agreement will take effect on the date of its execution by the County and will continue for a period of three (3) years, and at the sole option of the County may be renewed for two (2) successive periods not to exceed one (1) year each.
The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking Sheet and Presentation Ranking and Scoring Summary Sheets. A Draft Agreement including the scope of services has been provided as a part of this agenda item, and it will be used to generate the award MSAs.
There is currently no budget appropriated for the Sports Lighting Project which is expected to begin no sooner than April 2025. Funding requests will be brought to the Board for approval with future work orders.
