Background:
The County is undertaking the design and construction of a new Indoor Sports Complex to establish a multi-use indoor sports and event facility capable of supporting athletic tournaments, community programming, large-scale gathering, and simultaneous event operations. The facility is anticipated to include indoor court and event hall spaces, outdoor volleyball courts, spectator and public support areas, administrative and operations spaces, food service and concession components, site parking and circulation improvements, utilities, landscaping, wayfinding signage, and related site infrastructure.
The Purchasing and Contracts Division, in accordance with applicable procurement laws and procedures, issued a Request for Proposals (RFP) PS-7223-26/LNF for Construction Manager at Risk (CMAR) services for the Seminole County Indoor Sports Complex on May 15, 2026.
The County received eleven (11) responses listed alphabetically below:

The Evaluation Committee consisting of Chad Wisky, Fleet and Facilities Director; Anthony Maddox, Fleet and Facilities Deputy Director; Nick Brow, Facilities Development Manager; Richard Durr, Parks and Recreation Director; and Kristian Swenson, Assistant County Manager, reviewed and evaluated the responses and agreed to interview four (4) firms.
The interview presentations by the four selected firms were evaluated based on the qualifications of their proposed construction teams, relevant project experience, and the teams’ ability to align with the County’s project goals. The Evaluation Committee elected to invite the two (2) top-ranked firms for a second round of presentations and discussions to determine a recommended firm for award.

Following the 2nd comprehensive evaluation and interview process, the evaluation committee recommends that the Board approve the ranking and authorize staff to negotiate the Management Fee and the Preconstruction Services Fee and execute Work Order No. 1 for Preconstruction Services. The ranking is as follows:
1. Collage Design and Construction Group, Inc.
2. Barton Malow Builders
Following successful negotiation of the Guaranteed Maximum Price (GMP), staff will return to the Board at a later date to seek approval of the GMP and authorization for the County Manager to execute Work Order No. 2 for Construction Services and to execute and incorporate Appendix I into PS-7223-26/LNF - Construction Manager at Risk (CMAR) Services for Seminole County Indoor Sports Complex.
The agreement will become effective upon execution and will remain in effect for a period of five (5) years. At the sole discretion of the County, it may be renewed for up to two (2) additional one-year terms.
Included with this Agenda Item are the Tabulation Sheet, Evaluation Ranking Sheet, and the Presentation Ranking and Scoring Sheets. A Draft Agreement, including the proposed Scope of Services, is also provided and will form the basis for the final executed MSA.
The attached BAR will transfer the full available funding in the Tourism Improvement District Fund reserve into a project budget for this item, located under business unit #02612029.
