Background:
CC-7172-26/HSM Construction Services Agreement for Rinehart Road Force Main Valves and Flow Meter Installation the Project consists of the installation of five (5) new 16” valves on existing PVC force main located on the east side of Greenwood Blvd. and Rinehart Rd. in Lake Mary. Construction also includes installation of a new 12” electromagnetic flow meter assembly and bypass line south of Greenwood Boulevard within the power easement (north of Green Way Boulevard). As included by the Utilities Department in the January 28, 2025 Utilities Master Plan Work Session with the BCC, and detailed in the BCC-approved Utilities Master Plan, this project will redirect as much as 500,000 gallons per day of wastewater from Greenwood Lakes Water Reclamation Facility (WRF) to the Yankee Lake WRF where more treatment capacity is currently available.
The project was publicly advertised, and the County received five (5) bids in response to the solicitation. The review committee consists of Marcel Mitchell, Project Manager II, William White, Chief Engineer, and William Edwards, Utilities Director.
Consideration was given to bid price, experience, and qualifications. The Review Committee recommends award to the lowest priced, responsive, responsible bidder, Cathcart Construction Company Florida, LLC of Winter Springs, FL in the amount of $907,542.00.
The completion time for this project is one hundred and fifty (150) calendar days Substantial Completion and an additional thirty (30) calendar day to Final Completion after execution of a Notice to Proceed by the County. The budget for this item is located under account business unit 02208026.560650.00001.

Staff requests that the Board Award CC-7172-26/HSM Construction Services Agreement for Rinehart Road Force Main Valves and Flow Meter Installation to Cathcart Construction Company, Florida, LLC of Winter Springs, FL, and authorize the Purchasing and Contracts Division to execute one Construction Services Agreement.
