Background:
Pursuant to Florida Statutes 197.402, prior to the issuance of tax warrants or the sale of tax certificates, delinquent real property taxes must be advertised in a newspaper of general circulation for three consecutive weeks and the delinquent personal property taxes must be advertised only once. The Board of County Commissioners shall make such notice as provided in chapter 50 Florida Statutes.
Advertisements are listed as direct pay items in the Seminole County Purchasing Code (Chapter 220.2). The Purchasing Code does not apply to direct pay items.
It has been the practice to obtain quotes from the Orlando Sentinel and the Sanford Herald and recommend for Board approval the lowest cost provider of the legal advertisement, except in 2014 through 2018 when the Board approved the Sanford Herald to publish the advertisements.
The Sanford Herald and Orlando Sentinel were asked to submit quotes to publish the 2022 Seminole County Delinquent Tax List. The detail of rates for publication are attached and summarized as follows:
The Sanford Herald $42,094
The Orlando Sentinel $33,643
Also attached is a brief timeline of receipt of the quotes.
Staff Recommendation:
2022 Delinquent Tax Advertisement be advertised in the Orlando Sentinel at a total cost of $33,643.
