Background:

This parcel (#706) has been identified as being needed for a temporary construction easement necessary for the Slavia Road Improvement Project.  The owner (Joanne P. Kingsland, as Trustee / Tax ID #20-21-31-300-001A-0000) of the property located on the south side of Slavia Road and contiguous on the east side of SR 417, in Oviedo, Florida, has agreed to sell and convey this temporary construction easement to Seminole County for the sum of $50,000.00 inclusive of all fees and costs.

The parent property (two contiguous tax parcels) is essentially vacant, but includes various sheds and fencing, and consists of 17.765 ± acres of land.  The County’s valuation of this acquisition is $28,100.00; the majority of which includes the cost to cure to make the owner whole.  The County’s incentivized offer amount was $41,310.00.  After negotiations with the owner through her attorney, a settlement was reached at $50,000, inclusive of all fees and costs.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Project Parcel #706 for a temporary construction easement necessary for the Slavia Road Improvement Project (219 ± SF in total) between Joanne P. Kingsland, as Trustee and Seminole County for  $50,000.00, as full settlement and any other claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
