Background:
At the March 28, 2023 BCC meeting, the Board approved a grant agreement with the U.S. Department of Agriculture (USDA) Natural Resources Conservation Services (NRCS) to provide funding for debris removal in 13 waterways along with eight (8) erosion projects related to Hurricane Ian. Design, Survey, Environmental & CEI costs for the erosion projects are 100% reimbursable and construction including debris removal is 75% reimbursable with a 25% cost share contribution from the County. During the initial site visits, a scope of work along with costs for the eight (8) erosion projects was estimated at $3,192,904. All eight (8) projects are designed and are now out to bid with a closing date of January 5, 2024. The lowest bid was received with a cost of $10,025,137.67, which puts these projects over budget by $6,832,233.67.
The attached BAR will allocate additional grant funds in the amount of $5,124,176 which is approximately 75% of additional reimbursable funds anticipated to be provided by NRCS. The additional funds needed for the 25% match will come from General Fund reserves in the amount of $1,708,059 for a total of $6,832,235. Current reserves in the General Fund are budgeted at $50.5M. A cost table is attached.
