Background:
The County is undertaking the design and construction of a new Community Center at the former Rosenwald School property. Due to the size and complexity of the project, the County elected to use the Construction Manager at Risk (CMAR) delivery method. This approach promotes early collaboration with the design team, provides opportunities for cost-saving strategies, and allows for a more controlled project schedule and budget.
The Purchasing and Contracts Division, in accordance with applicable procurement laws and procedures, executed PS-6230-24/HSM - Construction Manager at Risk (CMAR) Agreement for Rosenwald Community Property Development with Collage Companies on May 22, 2025.
The complete development of the multi-phase project will be distributed across the 12+/- acres of County-owned property located at 1096 Merritt Street, in Altamonte Springs, in three primary phases. Each development phase will expand services to the community while remaining operational for public use throughout construction.
• Phase 1A - Is primarily focused on site amenities to include three (3) pavilions positioned along a walking path. Construction is scheduled to begin in December 2025 and is expected to be completed by March 2026.
• Phase 1B - Is a continuation of site amenities up to Lake Mobile, allowing the community to engage the waterfront through a fishing pier and kayak launch.
• Phase 2 - Provides a new Community Center with supporting infrastructure such as roads, parking, and utilities.
To develop the GMP, Collage Companies competitively bid the project to the Central Florida construction network of vendors and trade partners. For information purposes only, a total of 112 construction vendors were solicited, 23 of which operate within Seminole County. The project is expected to include ten (10) construction contracts, with two (2), or 20% projected to be awarded to Seminole County businesses. Of the total Guaranteed Maximum Price (GMP) of $671,698, approximately 57% ($381,241) is expected to remain with Seminole County businesses.
The County project team, consisting of Chad Wilsky, Fleet and Facilities Director; Anthony Maddox, Facilities Division Manager; Nick Brow, Facilities Development Manager; and Mike Forcht, Project Manager, has reviewed and successfully negotiated the Guaranteed Maximum Price (GMP) Package for Phase 1A.
Requested Action:
Staff requests that the Board approve the Guaranteed Maximum Price (GMP) of $671,698 for Phase 1A of the Rosenwald Community Property Development, and authorizes the Purchasing and Contracts Division to execute Work Order No. 2 and all associated implementing documents for Construction Services, under PS-6230-24/HSM - Construction Manager at Risk (CMAR) Agreement for Rosenwald Community Property Development.
