Background:

Seminole County solicited proposals for Construction Management at Risk (CMAR) to provide preconstruction services and build the project for the Criminal Justice Center Renovation and Five Points Building System Improvements project.  As the County continues to grow and expand to address needs of the surrounding community, the existing courthouse renovation will consolidate both the civil and criminal courts in a single centralized building at the Five Points Complex located at Eslinger Way, in Sanford, Florida.

 

The project was publicly advertised, and received five (5) responses listed alphabetically below:

                     Ajax Building Company, LLC

                     Balfour Beatty Construction, LLC

                     Charles Perry Partners, Inc.

                     Wharton Smith, Inc.

                     Williams Company

The Evaluation Committee consisting of Kristian Swenson, Assistant County Manager, Chad Wilsky, Fleet and Facilities Director, and Nick Brow, Program Manager II, evaluated the responses and agreed to interview the top three (3) firms considering the following criteria: Qualifications of Proposed Team, Project Approach and Understanding, Similar Project Experience and Current Workload.

The Evaluation Committee recommends the Board approve the ranking and authorize staff to negotiate, the Management Fee and the Pre-Construction Services Fee and issue and execute Work Order #1 for the Pre-Construction Services.  The ranking is as follows:

1.                     Wharton Smith, Inc.

2.                     Charles Perry Partners, Inc.

3.                     Balfour Beatty Construction LLC

Staff will negotiate the Guaranteed Maximum Price (GMP) for construction and bring Work Order #2 to the Board at a later date for approval of the GMP and authorization to execute.

Requested Action:

Staff requests the Board approve the ranking, and authorize staff to negotiate the Management Fee and Pre-Construction Services Fee in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiations Act, and authorize the Purchasing and Contracts Division to execute one (1) Agreement, and Work Order #1 for Pre-Construction Services under PS-5968-24/RTB - Construction Manager at Risk (CMAR) for the Design and Construction of the Seminole County Justice Center Renovations and Five Points Building System Improvements.
