Background:
The Local Housing Assistance Plan (LHAP) is a requirement under the State Housing Initiatives Partnership (SHIP) Act, Sections 420.907-420.9079, Florida Statutes (2024), Florida Administrative Code, and Rule Chapter 67-37. This plan outlines how the County’s allocated SHIP funds will be used by describing the local affordable housing strategies to meet the local affordable housing needs.
In 2026, the Florida Legislature passed SB 594, eliminating the 20 percent cap on the SHIP allocation that can be used for Manufactured (Mobile) Housing. The legislation allows for eligible SHIP-funded Counties/Cities greater flexibility when helping eligible manufactured (mobile) housing homeowners. Each eligible County/City is required to add or amend a Manufactured (Mobile) Housing strategy to its LHAP. The strategy shall address the needs of the mobile home, owner-occupied residents(s), who are being evicted due to the closure of a mobile home park. Additionally, program funds shall be available to include lot rental assistance and rehabilitation/emergency repair funding to mobile home, owner-occupied residents, as defined in s. 723.003,
During the July 17, 2026, Affordable Housing Advisory Committee meeting, staff presented the proposed Manufactured (Mobile) Housing strategy to the Committee for consideration. The proposed strategy states:
The manufactured (mobile) housing strategy may provide funds for:
1. Relocation assistance for owner-occupied residents who are being evicted due to the closure of a mobile home park in accordance with 723.003, F.S.
2. Lot rent assistance to owner-occupied residents of manufactured (mobile) homes not to exceed six months.
3. Rehabilitation/emergency repairs for owner-occupied units to make necessary emergency repairs that threaten the health, safety, and well-being of the household and preservation of the unit. Applicants will be able to receive assistance from trades including, but not limited to roofing, electrical, plumbing, HVAC (heating and cooling systems), and accessibility/barrier removal. This strategy will give priority to households with special housing needs.

Income Categories to be served: Very low and low
Maximum Award: $10,000 (relocation assistance)
$ 5,000 (lot rental assistance)
$20,000 (rehab/emergency repairs)
Repayment Terms: Grant
After much discussion, the Affordable Housing Advisory Committee voted to accept the strategy recommendations as presented and limit the support to very low- and low-income households.
