Background:

PS-5742-24/GCM will provide adding new curb & gutter and sidewalk, removal and replacement of curb & gutter and sidewalk, new stormwater inlets and pipes, replacement of the outfall to an unnamed pond, and removal and replacement of headwall in the pond along Oxford Rd. The project also includes the construction of Miami curb, slot drain, and drainage structures along Derbyshire Rd. Other project elements include milling & resurfacing, paver driveway restoration, signing & pavement markings, maintenance of traffic, and utility coordination.

 

Utility Replacement: This Scope is for the City of Casselberry’s Water Main Replacement Project Phase I in the English Estates residential community. This project will be constructed simultaneously with the Seminole County Oxford Road Sidewalk and Drainage Improvements project. The project is to construct a new 12-inch PVC water main along Derbyshire Road and a new 12-inch PVC water main along Oxford Road as noted on the Construction Drawings. The proposed water main will replace existing smaller asbestos cement pipe along the subject corridor and interconnect with existing water mains of various sizes.

 

The project was publicly advertised, and the County received five (5) responses:

                     Civil Site Engineering

                     Consor Engineers, LLC

                     England-Thims & Miller, Inc.

                     Volkert, Inc.

The Evaluation Committee, consisting of Ted Holmes, P.E., Chief Construction Engineer; Stephen Miller, P.E. and Sam Moussa, P.E. from Public Works evaluated the responses and agreed to interview five (5) firms, giving consideration to the approach to work, similar project experience, and qualifications of the proposed team.

The Evaluation Committee requests that the Board approve the ranking below and authorize staff to negotiate rates in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiation Act, and authorize the Purchasing and Contracts Division to execute one (1) Master Services Agreement (MSA).

5.                     CONSOR Engineers, LLC.

 

Authorization for the performance of services by the Consultant under this Master Services Agreement (MSA) shall be in the form of written Work Orders issued and executed by the County and signed by the Consultant. The work and dollar value for each Work Order shall be negotiated on an as needed basis and funded within the approved budgeted amount. This Agreement will take effect on the date of its execution by the County and will continue for a period of five (5) years.

 

The attached backup documentation includes the Tabulation Sheet, and Presentation Scoring Summary Sheets, a Draft MSA (including the scope of services) has been provided as part of this agenda item, and it will be used to generate the award MSA. The estimated term usage for the MSA is $986,153.
