Background:

On September 21, 2026, the State of Florida Department of Commerce (Florida Commerce) formerly known as the Department of Economic Opportunity sent notification that Seminole County has been selected as the designated subreceipient for the Low-Income Home Energy Assistance Program (LIHEAP) for the county. The City of Sanford previously provided these services to residents of the County for the last two decades.

LIHEAP is a block grant funded by the U.S. Department of Health and Human Services (HHS) that helps low-income families with home heating and cooling costs. The majority of the funds are allocated to designated local governments and nonprofits throughout the State to provide community outreach, customer intake and qualification, and home energy assistance. The LIHEAP program provides heating/cooling bill assistance in the form of a LIHEAP Home Energy Benefit or a LIHEAP Crisis Benefit. Payments are made directly to local energy vendors on behalf of qualified applicants.

On September 22, 2026, Florida Commerce and Seminole County entered into Subgrant Agreement Number E2291 (the “Umbrella Agreement”) for the renewal of the Community Services Block Grant (CSBG) funds. Florida Commerce and Seminole County now mutually seek to amend the Umbrella Agreement to include LIHEAP funding. The term of this is October 1, 2026 through June 30, 2027.

Requested Action:
