Background:

This parcel (#1-828) has been identified as being needed for a drainage easement necessary for the Midway Drainage Improvement Project.  The owners (Stanley Donell Hillery and Jacqueline Jones Hillery / Tax ID #32-19-31-513-0000-0210) of the property located on the East side of Church Street, approximately 320 feet North of Midway Avenue, in Sanford, Florida, have agreed to sell and convey this drainage easement to Seminole County for the sum of $20,440.00 inclusive of all fees and costs.

The parent property is vacant and consists of 0.19 ± acres of land.  The County’s valuation of this acquisition is $12,900.00; a portion of which includes the cost to cure to make the owner whole.  The County’s incentivized offer was $20,440.00, which was accepted by the owner, inclusive of all fees and costs.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Project Parcel #1-828 for a drainage easement necessary for the Midway Drainage Improvement Project (621.78 ± SF) between Stanley Donell Hillery and Jacqueline Jones Hillery and Seminole County for  $20,440.00, as full settlement and any other claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
