Background:

On June 10, 2025, the Seminole County Board of County Commissioners (BCC) authorized the preparation and submittal of requests for funding of planned work related to the County‘s sanitary sewer system through the Florida Department of Environmental Protection’s (FDEP) Clean Water State Revolving Fund program with supplemental Federal appropriations for Hurricanes Helene and Milton. The County Manager submitted the request including projects at the Greenwood Lakes Water Reclamation Facility (GWLWRF) and the connected sanitary sewer transmission system.

On November 11, 2025, FDEP included Seminole County’s project on its award priority list and capped the recommended loan award at $19,166,503.00 with 50% loan forgiveness and 50% repaid at 0% interest over 20 years.

The loan application, due to FDEP by March 12, 2026, has been signed and submitted by the County Manager. The first item Resolution formalizes BCC ratification of the application for additional funds to assist the County in completing work that is necessary for the utility and included in the proposed Utilities Master Plan

The second item Resolution relates to a budget amendment request that includes $5,342,266 for preconstruction activities related to GWLWRF (part of the CWSRF projects) and $1,750,000 for program management to assist the County with planning and execution of the CWSRF and other Utilities projects. Construction funding will be budgeted following completion of preconstruction activities.

Water & Sewer Capital Improvement Fund Reserves are currently budgeted at $2.15 million.

Requested Action:
