Background:

This property has been identified as needed for the Midway Drainage Improvement Project.  The owner (G. Charles Wohlust as Personal Representative of the Estate of James White / Tax ID #33-19-31-300-0880-0000) of the property located at the southwest corner or Lincoln Street and Deepwater Avenue, in Sanford, Florida, has agreed to sell and convey said property to Seminole County for the sum of $37,500.00 inclusive of all fees and costs.

 

The property is vacant and contains 3,750 ± SF (0.086 ± acres) of land.  The original valuation was for an easement over a portion of the parent property is $13,000.00.  The County’s original incentivized offer was $20,580.00.  The owner preferred to sell the whole property to the County.  The County’s valuation amount of the whole property is $37,500.00, which, after negotiation with the owner, was accepted, inclusive of all fees and costs.  This acquisition of the whole property is also supported by the fact that a portion of Lincoln Street encroaches onto and traverses through a portion of the parent property and a whole acquisition will resolve this issue.

 

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Parcel #2-840 for 3,750 ± SF (0.086 ± acres) of land between G. Charles Wohlust as Personal Representative of the Estate of James White and Seminole County for acquisition of property needed for the Midway Drainage Improvement Project (Tax ID #33-19-31-300-0880-0000) for $37,500.00, as full settlement of all claim for compensation from which Seminole County might be obligated to pay relating to the property.
