Background:

RFP-604899-24/LNF will provide for the acquisition of property/properties as deemed necessary by Seminole County to address future growth demands of the County. The consultant may be contacted daily and must be able to attend meetings and be on-call for meetings on short notice, usually within 24 hours. Services include coordinating acquisition-related activities that may require coordination with other County consultants.

The project was publicly advertised, and the County received four (4) submittals in response to the solicitation. The Evaluation Committee consisted of Matt Hassan, Deputy Public Works Director; Neil Newton, Real Estate Management Supervisor; John Slot, Director of Public Works; and Kristian Swenson, Assistant County Manager, evaluated the submittals. Consideration was given to qualifications/experience, understanding/approach and price. The Evaluation Committee recommends awarding the project to the top ranked firm, Florida Acquisition & Appraisal, Inc., Tampa.

Authorization for services by the consultant under this agreement shall be in the form of Purchase Orders issued and executed by the County. The compensation to the consultant under this agreement will be determined at the time of the acquisition. The agreement shall take effect on the date of the execution by the County and shall run for a period of three (3) years. At the sole option of the County, it may be renewed for two (2) successive periods not to exceed one (1) year each. The annual estimated amount of this project is $500,000.00.

Requested Action:

Staff requests the Board to award RFP-604899-24/LNF - Term Contract for Property Acquisition to Florida Acquisition & Appraisal, Inc., Tampa, and authorize the Purchasing and Contracts Division to execute the agreement.
