Background:

This parcel (#108) has been identified as being needed for property interests necessary for the Orange Boulevard Improvement Project.  The owner (Dorothy Lavergn Morse / Tax ID #24-19-29-300-0250-0000) of the property located at 5434 Orange Boulevard on the westerly side of Orange Boulevard, approximately 1,900 ± feet north of SR 46, in Sanford, Florida, has agreed to sell and convey said property interests to Seminole County for the sum of $71,400.00 inclusive of all fees and costs.

The parent property is improved with a single-family residence and ancillary site improvements.  The parent property consists of 6.457 ± acres of land.  The County’s valuation of this acquisition is $42,800.00.  A portion of this cost ($16,300) is associated with the damages to the remainder property and the cost to cure to make the owner whole.  The County’s incentivized binding written offer amount was $51,400.00.  A settlement was reached at $71,400.00, inclusive of all fees and costs. 

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Parcel #108 for acquisition of property interests needed for the Orange Boulevard Improvement Project (3,465 ± SF) between Dorothy Lavergn Morse and Seminole County for $71,400.00, as full settlement of any claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
