Background:
RFP-604835-24/LNF will provide the State of Florida, Department of Business and Professional Regulation, Licensed Plans Examiners, and Licensed Inspectors contracted services to fill in the gap as needed to complete plan reviews and inspections while new staff are recruited and trained. The contracted service providers will provide licensed and qualified individuals to perform construction plan review, or construction inspection services in accordance with and at the County’s direction.
This project was publicly advertised, and the County received four (4) proposals in response to the solicitation. The Evaluation Committee, comprised of James Hamm, Chief Plans Examiner, Lori Meeks, Financial Manager, and Sandra Riley, Building Division Manager, evaluated the proposals. Consideration was given to qualification and experience, approach, and price reasonableness. The Evaluation Committee recommends awarding the agreements to the top two ranked firms: Bureau Veritas North America, Inc., Houston, TX, and UES Professional Solutions, LLC, Orlando.
Firms will be utilized on a rotation basis. Authorization for performance under these agreements will be in the form of Purchase Orders issued and executed by the County. Each agreement will take effect on the date of execution and continue for a period of three (3) years. At the sole option of the County each agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The estimated annual amount of these services is $50,000.00. Funds are budgeted in the Development Services Building Fund: 110404.530310.

Staff requests the Board to award RFP-604835-24/LNF - Term Contract for Plan Review and Inspection Services to Bureau Veritas North America, Inc., Houston, TX and UES Professional Solutions, LLC, Orlando, and authorize the Purchasing and Contracts Division to execute the agreements.
