Background:

PS-6230-24/HSM will provide a Construction Manager at Risk (CMAR) firm to perform pre-construction services and build the project thereafter for the Rosenwald Community Property located at 1096 Merritt Street, in Altamonte Springs, formerly known as the "Rosenwald School". The site is located west of the SunRail tracks and on the south side of Lake Mobile in the Winwood/East Altamonte community, a historic area in the southwest portion of unincorporated Seminole County between the Cities of Altamonte Springs and Casselberry.

The project was publicly advertised, and the county received four (4) responses listed alphabetically below:

                     A2 Group, Inc.

                     D&A Construction Group, inc. d/b/a DACG, Inc.

                     Ovation Construction Company, Inc

                     The Collage Companies

 

The Evaluation Committee consisting of Kristian Swenson, Assistant County Manager; Chad Wilsky, Director of Fleet and Facilities; Anthony Maddox, Fleet and Facilities Division Manager and Nicholas Brow, Program Manager II - Facilities, evaluated responses and agreed to short-list three (3) firms to interview considering qualifications of proposed team, project approach and understanding, and similar project experience. Rick Durr, Director Parks & Recreation, attended the evaluation committee meetings and subsequent presentations providing feedback and technical expertise to the Evaluation Committee.

The Evaluation Committee recommends the Board approve the ranking and authorize staff to negotiate the Management Fee and the Pre-Construction Services Fee and execute Work Order #1 for Pre-Construction services with the top ranked firm as follows: 

1.                     Collage Companies

2.                     A2 Group, Inc.

3.                     Ovation Construction Company, Inc.

Staff will negotiate the Guaranteed Maximum Price (GMP) for construction and bring Work Order #2 to the Board at a later date for approval and authorization to execute.

Requested Action:

Staff requests the Board approve the ranking and authorize staff to negotiate the Management Fee and Pre-Construction Services Fee in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiations Act, and authorize the Purchasing and Contracts Division to execute one (1) Agreement, and Work Order #1 for Pre-Construction Services under PS-6230-24/HSM - Construction Manager at Risk (CMAR) for the Rosenwald Community Development.
