Background:

PS-6745-25/LNF will provide a single consultant to provide architectural and engineering (A/E) comprehensive services for the planning, design, and construction of a new Medical Examiner’s Office facility. These services will include facility programming, site evaluation and selection, full design development, and construction administration.

The A/E shall provide delivery of all initial programming through final project completion. The facility will include administrative offices, autopsy and pathology suites, forensic laboratories, body intake and storage areas, evidence handling and storage, a secure vehicle sally port, staff support areas, and all related building systems.

Seminole County and the Lake County Board of County Commissioners may pursue a joint venture to develop a shared regional facility. The A/E will work in close collaboration with both counties and key stakeholders to ensure the delivery of a high-quality, code-compliant, and operationally effective forensic facility that meets current and future regional demands.

The project was publicly advertised and the County received four (4) responses, listed alphabetically below:

• PQH Group Design, Inc.

 

The Evaluation Committee consisting of Chad Wilsky, Fleet and Facilities Director; Anthony Maddox, Facilities Division Manager; Nick Brow, Facilities Development Manager, from Fleet and Facilities Department; and Kristian Swenson, Assistant County Manager, reviewed and evaluation the responses and selected three (3) firms to interview.

The interview presentations by the three selected firms were evaluated based on qualifications of their proposed design team, relevant experience with similar projects, programming approach, and overall design schedule.

Following comprehensive evaluation and interview process, evaluation committee recommends that the Board approve the ranking below and authorize staff to negotiate rates in accordance with Section 287.055, Florida Statutes the Consultants Competitive Negotiation Act, and authorize the Purchasing & Contracts Division to execute one (1) Master Services Agreement. The ranking is as follows:

1.                     JL2 Architecture

2.                     PQH Group Design, Inc.

3.                     Gresham Smith

Work authorized under the Master Services Agreement (MSA) will be initiated through written Work Orders, which will be issued and executed by the County and signed by the Consultant. The scope and cost of each Work Order will be negotiated on an as-needed basis and must fall within approved budgetary limits.

 

The agreement will become effective upon execution and will remain in effect for a period of five (5) years. At the sole discretion of the County, it may be renewed for up to two (2) additional one-year terms.

 

Included with this Agenda Item are the Tabulation Sheet, Evaluation Ranking Sheet, and the Presentation Ranking and Scoring Sheets. A Draft Agreement, including the proposed Scope of Services, is also provided and will form the basis for the final executed MSA.
