Background:

On August 23, 2016, the structures at 1067 Williams Street, Altamonte Springs, Tax Parcel ID: 18-21-30-509-0000-0180 were deemed unoccupied and unsuitable for occupancy; dangerous and unsafe; a fire hazard; and a hazard to the safety or health of the public, because of dilapidation and abandonment.

At the public hearing on October 25, 2016, the Board of County Commissioners set an abatement deadline of December 27, 2016. No action was taken by the record property owner by the imposed deadline to abate the structures.

Under the authority of Seminole County Code 168.13, abatement actions were undertaken by the County and completed on June 23, 2017, to address an imminently hazardous nuisance consisting of nuisance structures located at 1067 Williams Street, Altamonte Springs, Tax Parcel ID: 18-21-30-509-0000-0180.

As provided in Seminole County Code, Section 168.10, Seminole County took corrective action to abate the public nuisance. The cost of abatement and administration costs totaled $8,471.09, which on September 26, 2017, was imposed by the Board of County Commissioners as a lien. Pursuant to Chapter 168.10, interest was assessed on the lien based on Statutory Interest Rates as provided by the Clerk of the Court, resulting in a total lien amount of $13,216.31.

In March of 2024, the Clerk of the Court notified the Building Division of the pending Tax Sale of this property, due to this recorded lien. Staff completed and submitted a Tax Deed Surplus Claim for any surplus funds resulting from the Tax Sale.

On April 12, 2024, this property’s Tax Deed was sold to Morgan Voke and Deborah R. Longstaff.

Payment was received on May 17, 2024, from the Clerk of the Court for the imposed lien and accrued interest totaling $13,216.31 for this case.  The lien has been paid in full.

Requested Action:

Staff requests that the Board approve and authorize the Chairman to execute a Release of Lien in the amount of $13,216.31 associated with the property located at 1067 Williams Street, Altamonte Springs; Tax Parcel ID: 18-21-30-509-0000-0180 and filed against Horis Mack.
