Background:
Seminole County is one of the State’s 20 Qualified County recipients of opioid litigation funds and, as such, will receive disbursements for the next 16 years. In 2021, Seminole County entered into the Florida Opioid Allocation and Statewide Response Agreement with the State of Florida Department of Legal Affairs, Office of the Attorney General, in which the parties agreed to allocate and use settlement dollars. Seminole County has already received payments for years one and two. The County’s disbursement will total more than $30 million, with projected allocations reducing over time.

• Year 2: 12/2023 - $2.4M
• Year 3: Projected - $2.2M
• Year 4: Projected - $2.2M
• Year 5: Projected - $1.7M
In the spring of 2023, Community Health began collaborating with the Seminole Opioid Council Medical Subcommittee to develop proposed strategies for the annual disbursement of the county’s portion of the opioid settlement funds. Entities that receive settlement funds must follow specific expenditure criteria and are responsible for quarterly and annual reports to the State.
The recommended use of these funds supports critical opioid mitigation partners:
• Seminole County Sheriff’s Office for opioid mitigation efforts, including the SCORE Team
• Hope and Healing Center at Five Points operations
• Certified Recovery Community Organization (CRCO)
• A Notice of Funding Availability (NOFA) for identified Core Strategies
These recommendations align with the core strategies and meet the criteria for using opioid settlement funds. The Board of County Commissioners is required to approve these recommendations before distribution.
