Background:

Hazard Mitigation Grant Program (HMGP) is authorized by Section 404 of the Robert T. Stafford Disaster Relief Act.  The funding helps communities implement measures to reduce or eliminate long-term risk to people and property from natural hazards and their effects.  Michigan Avenue Drainage project was identified by the Seminole County Resiliency Working group to be eligible for the Tier1 HMGP Hurricane Idalia allocation funding.

Michigan Avenue Drainage project was approved by the Board for Professional Engineering Services that started in January 2024.  The grant application has requested Pre-award Cost for planning and design in the amount of $407,400.  The grant application was submitted by the June 7, 2024 due date with grant documents signed by the County Manager.

HMGP projects require a local match of 25% of the total project cost and is broken down into Phase I design and permitting and Phase II construction.  The County matching cost for Phase I is $106,943 and Phase II construction match is $950,138.  Federal anticipated funding will be $320,827 for Phase I and $2,850,413 for Phase II. 

Requested Action:

Staff requests the Board ratify the submitted grant application to the Florida Division of Emergency Management, Federal Emergency Management Agency (FEMA) through the Hazard Mitigation Grant Program (HMGP) for Hurricane Idalia requesting $3,171,241 in Federal funding for the Michigan Avenue Drainage project; and authorize the County Manager or designee to execute all grant documents associated with the grant application.
