Background:
RFP-604939-25/LAS will provide an experienced, licensed turf manufacturer and installer to remove and replace artificial turf for all nine (9) fields located at BOOMBAH Sports Complex in Sanford FL. Services will include but are not limited to removal of current synthetic turf, verification of base for drainage/permeability, installation of new synthetic turf, cleanup, removal, and disposal of existing turf. Contractor will be responsible for completing all work on the synthetic turf system in accordance with the project schedule, with project completion anticipated in December of 2025. The County will use its Sales Tax Recovery Program to purchase the material to be used in this artificial turf replacement project.
This project was publicly advertised, and the County received seven (7) submittals in response to the solicitation, one (1) of which was found non-responsive. The evaluation committee for phase 1 of evaluations consisted of Rick Durr, Director, Michael Wirsing, Deputy Director, Amanda Salazar, Division Manager, Steve Daugherty, Facility Manager, and Carl Kelly, Project Manager, all from the Parks and Recreation Department. Phase 1 evaluations considered qualifications and experience, product specifications, project understanding and approach, and cost. Phase 2 evaluation committee consisted of Michael Wirsing, Deputy Director, Amanda Salazar, Division Manager, Steve Daugherty, Facility Manager and, Carl Kelly, Project Manager, all from the Parks and Recreation Department. Phase 2 evaluations considered Product Specifications, Project understanding and approach, and qualifications and experience with individual members of the project execution team.
The evaluation committee recommends award of this project to the highest ranked contractor, AstroTurf Corporation, Dalton GA.
Authorization for services by the vendor will be in the form of written Purchase Orders issued and executed by the County. This agreement takes effect on the date of execution and will continue for one (1) year, or upon completion of this project. The estimated amount of this project is $4,854,219.94. Funds are available in account lines 02504111.560630.00001 and 02504020.560630.00001

Staff requests that the Board award RFP-604939-25/LAS - Term Contract for BOOMBAH Sports Complex Artificial Turf Field Replacement to AstroTurf Corporation, Dalton, GA in the amount of $4,854,219.94 and authorize the Purchasing and Contracts Division to execute the Agreement.
