Background:

Facilities is requesting additional operating funds for expenses associated with the operation of the new Justice E.C. Perry Court Annex building. Expenses include janitorial services, electricity, utilities, and security services. The department is requesting a total of $835,464 to cover these expenses through the end of the fiscal year. Currently, Facilities is trending toward having personnel lapse due to vacancies. They would like to transfer $200K from personnel to partially cover the additional funds. The remaining funds needed will be transferred from General Fund reserves in the amount of $635,464. Currently, reserves in this fund are budgeted at $62.6M.

In addition, Facilities is requesting to transfer $1,732,251 in project savings to cover additional funds needed for HVAC contracted services, HVAC repairs, and for the utilization of mechanical, electrical, and plumbing engineering firms to inventory and develop various maintenance replacement programs for the Facilities capital improvement plan. The following projects were complete, and the available funds are being transferred to cover these expenses:

                     HVAC Replacement Altamonte Tower (CIP#0201016)

                     HVAC Replacement Sabal Point Tower (CIP#02401017)

                     Jail Sewer Piping Assessment (CIP#02402001)

                     HVAC Replacement Jail (CIP#02402001)

                     JJC HVAC Replacement (CIP#02402003)

                     JJC Roof Replacement (CIP#02402004)

                     North Library Roof Replacement (CIP#02404025)

                     West Library Roof Replacement (CIP#02404027)

                     Geneva Wilderness Roof Replacement (CIP#02404038)

                     HVAC Replacement Health Dept (CIP#02407007)

The following project is being cancelled and available funds are being transferred to cover these expenses:

                     CSB Boilers Replacement (CIP#02407006)

 

 

Requested Action:

Staff requests the Board  approve and authorize the Chairman to execute a Resolution implementing Budget Amendment Request (BAR) #24-069 in the General Fund in the net amount of $635,464 from reserves to cover operating costs related to the new Court Annex Building; and to transfer existing project budgets in the Facilities Maintenance Fund for HVAC and facilities maintenance.
