Background:

This Federally Funded Subaward and Grant Agreement (Agreement Number R1085) is between Seminole County and the Florida Division of Emergency Management (FDEM). FDEM serves as the pass-through entity for the Department of Homeland Security, which is the federal awarding agency.

The State Homeland Security Grant Program (SHSGP) supports the sustainment of the Fire Department’s Urban Search and Rescue (USAR) Task Force 4 (TF4) team, which is recognized statewide and federal asset-equipped with special equipment and training to conduct search and rescue operations as the result of a terrorist act, hazardous event, and natural disasters. The grant will fund specific items approved by the State, including portable radios, generators, portable shelters, and power lifts and extrication equipment.

The term of this Agreement will expire on 8/31/2026.  BAR 25-006 will appropriate grant revenue in the amount of $272,500. There is no match requirement for this grant agreement.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Federally Funded Subaward and Grant Agreement with the State of Florida Division of Emergency for $272,500.00; and a Resolution for Budget Amendment Request (BAR) 25-006 through the Fire Grants (Federal) Grant Fund for $272,500.00; and authorize County Manager or designee to execute all documents associated with the grant.
