Background:
RFP-5220-26/RLH provides the Utilities Department Contractor support in continuing to replace older AMR (drive-by) meter registers with cellular AMI meter registers/transmitters, as approved in the Utilities Master Plan.
The project was publicly advertised, and the County received four (4) responses listed alphabetically below.
• HST Utility, Inc.
• National Metering Services, Inc.
• Pedal Valves, Inc.
• Vanguard Utility Service, Inc.
The Evaluation Committee consisting of William Edwards, Director of Utilities; Joshua Tew, Deputy Director of Utilities; Christopher Graybosch, Field Operations Division Manager, and Kellie Rupert Customer Service and Billing Manager, evaluated the responses considering past experience, similar project experience and price.
The Evaluation Committee recommends award for this project to Vanguard Utility Service, Inc., the top-ranked firm.
Authorization for performance under this Agreement will be in the form of written Purchase Orders issued by the County. The Agreement will take effect on the date of its execution and remain in effect for three (3) years. At the sole option of the County, the Agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The estimated annual amount for this project is $800,000. The budget for this item is located under account business unit #02408005.
The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking and Scoring Summary, and the Award Agreement, including the scope of services, which has been provided as part of this agenda item.

Staff requests that the Board award RFP-5220-26/RLH Cellular Meter AMI Upgrade to Vanguard Utility Service, Inc., at an estimated annual amount of $800,000.00 and authorize the Purchasing and Contracts Division to execute the Agreement.
