Background:
The County owns the buildings occupied by the Florida Department of Health, Seminole County, located at 400 West Airport Boulevard, Sanford, Florida 32773, and the Seminole County Services Building at 1101 East 1st Street, Sanford, Florida 32771. The Florida Department of Health, Seminole County leases 47,036 square feet in the facility at 400 West Airport Boulevard and 1,481 square feet at 1101 East 1st Street. The initial lease began on August 4, 2016, concluding on June 30, 2021. The First Amendment to the agreement, approved by the Board of County Commissioners on February 27, 2018, specifies items for which the County invoices the Department annually, monthly, and on an as-needed basis; details are provided in Exhibit C of the First Amendment. The leased spaces remain available at no rental cost.
On April 27, 2021, the Board approved the First Renewal to the Lease Agreement, extending the term for an additional five years from July 1, 2021, through June 30, 2026. Subsequently, on April 26, 2022, the Board approved the Second Amendment, replacing the CSB location at 1101 East 1st Street with a new site at 130 San Carlos Avenue, Sanford, FL 32771 (formerly the SGTV building), effective retroactively as of February 24, 2022.
The proposed Third Amendment seeks to extend the lease for another five-year period, from July 1, 2026, through June 30, 2031. The County continues to provide, at its own expense, repairs and maintenance for both the exterior and interior of the buildings, pest control services, janitorial services, and utilities such as electricity, water, and sewer at the leased locations. Additionally, the lease includes the County’s acknowledgment and consent for the State of Florida, Department of Health to sublease space within the 400 West Airport Boulevard premises to Central Florida Family Health Center, Inc., doing business as True Health, at 4390 East Lake Mary Boulevard, Sanford, Florida 32771.
