Background:
1. Resolution Authorizing the Filing of Applications with the Federal Transit Administration for direct recipient status and federal transportation assistance under 49 U.S.C. Chapter 53, Title 23, and other applicable federal statutes.
• Grants the County Manager authority to file all required applications, certifications, assurances, and agreements as needed.
2. Resolution Authorizing the Filing of Federal Grant Applications and Cooperative Agreements for Seminole County’s SCOUT micro transit service.
• Includes authority for the County Manager to submit applications for federal assistance under:
o 49 U.S.C. §5307 Urbanized Area Formula Grants
o 49 U.S.C. §5339(a), (b), and (c) Bus & Bus Facilities and Low/No Emissions Programs
o 49 U.S.C. §5310 Enhanced Mobility of Seniors & Individuals with Disabilities
o Associated certifications, assurances, and execution of grant/cooperative agreements.
3. Approval of the Seminole County Title VI Program required by FTA for initial eligibility to receive federal transit funding.
• Title VI plan outlines Seminole County’s compliance with federal nondiscrimination requirements and applies to the SCOUT micro transit program.

Staff requests the Board approve and authorize the Chairman to execute a Resolution Authorizing the Filing of Applications with the Federal Transit Administration and a Resolution Authorizing the Filing of Federal Grant Applications and Cooperative Agreements; and approve the Seminole County Title VI Program.
