Background:

The Rolling Hills Community Park & Roadway Improvements project consists of three main features:

                     The Rolling Hills Community Park, formerly the Rolling Hills Golf Course, will be converted into a public park with recreational amenities.

                     The Rolling Hills Area Corridor Improvements Phase 1 includes improvements on North Street. Roadway improvements in the area will address multi-modal roadway needs that include pedestrians, bicyclists, drivers, and transit users.

                     The North Street utility improvements will include upgrades to the existing Rolling Hills area utilities as well as provide an investment in Seminole County’s infrastructure.

This phase of the Park project will include the construction of a four-mile 12’ wide multipurpose pedestrian trail for walkers, runners and bicyclists around the property, with pedestrian connections from the neighborhood to the park. Additionally, improvements will include approved Florida Communities Trust (FCT) Grant items, such as a picnic pavilion with bench seating, refurbished parking areas for park users, bicycle parking stands, additional environmental/interpretative signage along the trail, landscape improvements as well as other park amenities, such as benches, additional park signs, wayfinding/directional signs for the trail and regulatory signs.

The project will be delivered by Collage Companies, with construction scheduled to begin in February 2025 and substantial completion targeted for July 2027. Due to the scale and complexity of this renovation, the County is utilizing the Construction Manager at Risk (CMAR) delivery method, which provides the advantage of collaboration between the contractor, design team, and County staff. This approach allowed the project team to identify potential cost savings, refine scope, and manage phasing options and schedule development effectively.

The Guaranteed Maximum Price (GMP) of $20,360,224 was developed under comprehensive oversight led by County staff and the design consultant team. The process included detailed preconstruction planning, budgeting, phasing, and value engineering (VE) to align scope with market value while maintaining program integrity. The project team carefully evaluated design and construction alternatives which preserve the design intent while optimizing cost efficiency. This collaboration resulted in the implementation of several value engineering (VE) measures, achieving a projected direct cost reduction of $4,208,608.

The County project team (Richard Durr, Parks & Recreation Director; John Slot, Director of Public Works; William Edwards, Utilities Director; David Ornberg, Utilities Engineering Division Manager; Michael Wirsing, Deputy Director Parks & Recreation; Joseph LoFaso, Chief Design Engineer; Bill White, Chief Engineer Utilities Engineering; Carl Kelly, Program Manager Parks & Recreation) has thoroughly reviewed and successfully negotiated the Guaranteed Maximum Price (GMP) package for the Rolling Hills Community Park & Roadway Improvements, demonstrating the County’s commitment to fiscal accountability, transparency, and excellence in project delivery.

A portion of the budget for this project is approved in following Business Units 02308023(Utility Relocates Rolling Hills $2.4M) and 02007020 (Rolling Hills Multipurpose Trail $2.9M). Additional funding is necessary and is being allocated with the attached BAR in the following Business Unit 02604067 (Rolling Hills TRL & Park IMP $15.5M). 2024 Infrastructure Sales Tax Fund Reserves are currently budgeted at $77 million.

Requested Action:
