Background:

The Applicant is requesting approval of the Skywater Preliminary Subdivision Plan (PSP). The subject property has a Suburban Estates Future Land Use which allows a maximum of one (1) dwelling unit per net buildable acre. The proposed PSP is a reconfiguration of three (3) existing single-family lots and is proposing three (3) dwelling units total. The proposed density is 0.71 units per acre, which does not exceed the maximum of one (1) dwelling unit per net buildable acre. The minimum lot size requirement is one (1) acre, and the minimum lot width is 150 feet at building line.

The subject properties are located within the Markham Rd, Longwood-Markham Rd, and Lake Markham Road Scenic Roadway Corridor Overlay. The Overlay is intended to preserve existing visual features, maintain visual quality, provide a sense of place, protect the area’s rural character, and protect natural resources including wildlife corridors. To comply with the Overlay requirements, each subject property must provide and maintain a forty (40) foot wide easement along the property’s Lake Markham Rd frontage and dedicate the easement to the county.

The Scenic Roadway Corridor Overlay is depicted on the PSP, which also notes that no structures, other than driveways and fences, shall be constructed within the overlay area. The Applicant will be required to depict the associated buffer easement on the Final Plat.

Based on a preliminary review, the site appears to contain wetlands and floodplain along the western portion of the development, located at the rear yard of the subject lots. The Applicant will be required to identify and delineate wetland and floodplain boundaries at time of site plan and building permit review for each proposed single-family home.

The PSP complies with all the conditions of Chapter 35 of the Seminole County Land Development Code (SCLDC). Potable water and reclaimed water service will be provided by Seminole County. Wastewater for each lot will be provided via an enhanced nutrient reducing onsite septic system. Each lot will have its own driveway.

The Applicant has provided all required submittals as per Sec. 35.43 of the SCLDC. Staff has reviewed the required submittals and finds that the request is in compliance with all applicable provision of Chapter 35 of the SCLDC and with the land use and zoning designations of the property.
