Background:

CC-5744-24/GCM will provide all labor, materials, equipment, transportation, coordination, and incidentals necessary to provide construction services for the Oxford Road Improvements/Extension Project.

The project consists of widening Oxford Road from to Fern Park Boulevard S.R. 436, including turn lanes, bike lanes, on-street parking, sidewalk, and bike trail, along with drainage improvements, landscaping & hardscape. There will also be a new mast arm traffic signal at Oxford Road/Fern Park Boulevard and Oxford Road/Fernwood Boulevard, and modifications to the existing traffic signal at Oxford Road/S.R. 436.

Fern Park Boulevard will be extended from Oxford Road to U.S. 17-92. This section will consist of a two-lane road, turn lanes, bike lanes, and sidewalk, along with drainage improvements, landscaping & hardscape. There will also be replacement traffic signal installed at Fern Park Boulevard/U.S. 17-92. The proposed ponds are sized to accommodate the future development of the Birdoff property.

The utilities portion of the project will install over 4,000 linear feet of new water main ranging from 6 to 12 inches in diameter and over 5,000 linear feet of new gravity sewer main ranging from 6 to 18 inches in diameter. This includes connections to existing mains and services, and the necessary structures and appurtenances. The project will also remove over 1,500 linear feet of existing asbestos water main. These improvements are intended to avoid conflicts between existing utilities and proposed road and stormwater improvements, accommodate growth in the Oxford Overlay District, and provide water and sewer connection points at U.S. 17/92 and Prairie Lake Drive for necessary future improvements west of U.S. 17/92. 

The project was publicly advertised, and the County received three (3) bids to the solicitation. The Review Committee consisting of Anthony Nelson, P.E., County Engineer, Ted Holmes, P.E, Chief Construction Engineer, Stephen Miller, P.E., Professional Engineer, and Arturo Perez, P.E., Professional Engineer -Transportation with the Public Works Department reviewed the responses. Consideration was given to the bid price, experience, qualifications, and past performance.

The Review Committee recommends award to the lowest priced, responsive, responsible bidder, Masci General Contractor, Inc., in the amount of $40,065,087.29. The cost of $31,977,527.40 is for road improvements and $8,087,559.90 is for utility improvements.

The completion time for this project is nine hundred (900) calendar days to substantial completion and an additional sixty (60) days to final completion after execution of a Notice to Proceed by the County.

The Engineer’s Estimate for this Project was $24,491,994.86 for roadway improvements and $7,769,459.91 for utilities, totaling $32,260,454.77. The roadway improvements will be funded by 1st and 3rd Generation Sales Tax and Mobility Fees. The utility upgrades will be funded by Water & Sewer fund.

BAR #24-070 is attached to this agenda which will allocate an additional amount of $22,531,370 from multiple funding sources for construction and other related services. Funding includes $1,655,873 from 2014 Infrastructure Sales Tax reserves and additional $9,342,455 from project savings in this fund. Reserves in the 2014 Infrastructure Fund are currently budgeted at $23.5M. An additional $5,234,017 will be transferred from mobility fee funds. For the utilities portion of this project, available funds within other projects will be transferred in the amount of $2,488,885 and funds within both the Water and Sewer Connection Fee reserves in the amount of $3,810,142. Current reserves in these funds are budgeted at $3.5M in Water Connection Fees and $15M in Sewer Connection Fees. Two cost tables are attached for your reference.

Requested Action:

Staff requests that the Board award CC-5744-24/GCM - Oxford Road Improvements/Extension Project to Masci General Contractor, Inc. of Port Orange, Florida in the amount of $40,065,087.29 and authorize the Purchasing and Contracts Division to execute the Agreement: approve and authorize the Chairman to execute a Resolution implementing Budget Amendment Request (BAR) 24-070 in various funds to appropriate funding in the net amount of $14,356,405.41 from reserves.
