Background:
This parcel (No. 1-802) has been identified as being needed for a drainage easement necessary for the County’s Midway Drainage Improvement Project. The owners (Walter Watkins and Mary H. Watkins / Tax ID No. 32-19-31-300-051D-0000) of the property located at 2000 Sipes Avenue have agreed to sell and convey this drainage easement to Seminole County for the sum of $25,900.00, inclusive of all fees and costs.
The parent property located at the southwest corner of Sipes Avenue and 20th Street is vacant and consists of 0.14± acres of land. The County’s valuation of this acquisition is $16,800.00, a portion of which includes the cost to cure to make the owner whole. The County’s incentivized offer amount was $25,900.00, which was accepted by the owner, inclusive of all fees and costs.

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Project Parcel No. 1-802 for a drainage easement necessary for the Midway Drainage Improvement Project (1,358± SF) between Walter and Mary H. Watkins and Seminole County for $25,900.00, as full settlement and any other claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
