Background:
PS-7146-26/HSM will provide engineering and design, permitting, assistance with public engagement, bid-phase services and limited construction-phase services for County’s Greenwood Lakes Water Reclamation Facility Class I Reliability Improvements (Project).
Seminole County's (County) Greenwood Lakes Water Reclamation Facility (GWLWRF) serves the County's Northeast service area and operates under the Florida Department of Environmental Protection (FDEP) permit FLA011086. The project was approved by the BCC in the 2026 Utilities Master Plan and will receive partial funding through FDEP's 2025 Clean Water State Revolving Fund program resulting from Hurricane Milton impacts in 2024.
The project was publicly advertised, and the County received three (3) proposal submissions, one of which was determined to be non-responsive. The two (2) remaining proposals were given equal consideration by the Evaluation and moved to presentations and interviews.

The Evaluation Committee, consisting of Johnny Edwards, Utilities Director; David Ornberg, Utilities Engineering and Construction Division Manager; William White, Chief Engineer; and Stephen Koontz, Assistant County Manager, interviewed the two (2) short-listed firms, giving consideration to qualifications and experience of proposed team, project approach, ability to perform/past performance and innovation.
The Evaluation Committee recommends that the Board approve the ranking below and authorize staff to negotiate rates in accordance with Section 285.055, Florida Statutes, the Consultants Competitive Negotiations Act, and authorize the Purchasing and Contracts Division to execute one (1) Master Services Agreement to the top ranked firm.

Authorization for the performance of services by the Consultant under this Master Services Agreement (MSA), shall be in the form of written Work Orders issued and executed by the County, and signed by the Consultant. The work and dollar amount for each Work Order shall be negotiated on an as needed basis and funded within the approved budgeted amounts.
This Agreement will take place on the date of its execution by the County and will continue for a period of five (5) years with two (2) one year renewal options.
The attached backup documentation includes Tabulation Sheet, Evaluation Ranking Sheet and Presentation Scoring Summary Sheets. A Draft Agreement including the scope of services has been provided as a part of this agenda item, and it will be used to generate the award MSA.
